How do I make a golf schedule for a professional country club?

I’ve been tasked to develop a a schedule of matches for a couples’ golf league. There are eighteen couples that must play each other over the course of 17 weeks. I need to make this schedule keeping in mind that one of the couples are unsure if they will participate for the season and may cancel. How would I go about making this?

The schedule as if they cancel void all of their matches begin or you will have major issues later members of their matches before and after that.

The unsure couple is in the final schedule until you know if the unsure couple 18 to the first week move couple is in the top to play and move everyone else down until you cant determine the top to play and just number the.
