It means that a course “grows in” fully. A new facility that plants, sods, or seeds fairways and rough needs time to grow, hence mature

The greens getting older and trees the older and prettier the greens getting bvetter along with the older and prettier the greens getting older and more well kept courses are so much better then one less.
When a golf course matures means when the trees and shrubs get bigger and the grass becomes a bit lusher.
The course then becomes a bit more of a challenge to play, especially if you end up in the trees.
