Why are golf courses located near dams in Los Angeles County?

I’m interested in learning more about LA County’s extensive flood control network and I’ve been researching it a bit in my spare time. I’ve noticed that there are usually golf courses near dams, such as Sepulveda Dam and Whittier Narrows. I’ve also noticed that golf courses are usually located near a body of water. Does anyone have an explanation for this?

Golf Courses are meant to be a relaxing place. The best golf course usually has a pond somewhere in it. To maintain a good look and green grass takes a lot of water. Sometimes, golf courses can be small flood-control systems themselves because the ground soaks up water very well. Also, Golf courses are commonly Assoiated with rich people and housing. The highest property values are the ones closest to an ocean, river, or lake.
